    What made it hard

    Enrollment traffic is seasonal and unforgiving: the platform had to hold 10,000+ concurrent users through peak enrollment windows for Fortune 15 insurance carriers, where an outage is not an inconvenience but missed coverage. And the engagement ran sixteen years, 2009 to 2025, so the platform had to absorb carrier requirement changes, year after year, without a rewrite.
